The distinction

A system can contribute useful work while the person or business retains responsibility for deciding what that work means and what authority has actually been delegated.

Assistance may include research, comparison, organization, explanation, preparation and delegated work. These functions can carry substantial weight without automatically settling the final judgment.

Delegated work can include action within assigned limits. That is different from unrestricted decision authority. The authority chain still matters: who authorized the work, what is permitted, and what remains for a person to decide.
